There are those 16 and then 34 unsigned players just in for a tryout. Those that don't make the roster (except the drafted players) could be picked up by another team. The Jets have 80 spots on the roster, and those are the players who will come to camp. 

Good questions. There are a lot of contractual matters to wade through, and if they add one player from now on they must cut another.

This is a very naive question, but if the Jets don't invite
players to be on the May 16th Roster...do they become "free agents" able to go to the camp of another NFL team? is there a maximum number of rookies that were initially invited, that can be added on May 16th?

And conversely, can Mangini scan players not added to other teams 5/16 roster, and invite them to Jets camp?
